I hear this question a lot! If you are not affiliated with a religious group finding a venue can be especially hard. Some venues that I know of:
Corvallis Country Club
Alumni Center at OSU
Adair Village - The Clubhouse
Garden in the Woods (off Hwy 34)
City of Corvallis Parks -- Avery Park, Central Park (Corvallis has 20+ parks)
Walnut Community Room (Parks & Rec)
Other places in the area that I highly recommend are located on the right hand side of this blog.

I got married in the rose garden at Avery Park. Beautiful setting and cheaper than most other venues!
